EDUCATION REGULATIONS

(ESTABLISHMENT AND EQUIPMENT OF STUDENT RUPADIRI) 2014

IN exercise of the powers conferred by subsection 26 of the Rules of the Sultan Idris Education University [P.U. (A) 265/1999], the Vice-Chancellor makes the following Regulations:

NAME, START EFFORT AND APPLICATION

(1) These regulations may be cited as the Sultan Idris Education University Regulations (Student Ethics and Students) and shall come into force on the date set by the Vice-Chancellor.

(2) These regulations shall apply to all Universiti Pendidikan Sultan Idris students.

DEFINITIONS

In this rule, unless the context otherwise requires – “campus” means the campus of Universiti Pendidikan Sultan Idris, including-

A. Branch campus;

B. Campus as specified in the order made under subsection 6 (1) of the University and University Colleges Act 1971; and

C. Area together with any other building or structure thereon, which is owned or used, whether for indefinitely or otherwise by the University;

“Vice-Chancellor” means the Vice-Chancellor of the University, and includes any person or group of persons authorized by the Vice-Chancellor to act on his behalf;

“Authorized person” means any person or group of persons authorized by the Vice-Chancellor to act on behalf of the University;

“Student” means a registered student, other than a student of an institution affiliated with the University, pursuing courses of study, teaching, training or research from any description at the preparatory stage, pre-degree, postgraduate or postdoctoral full-time or part-time , by or from the University and includes distance learning, off-campus, exchange and non-graduate students;

GENERAL REGULATIONS

(1) All students shall at all times and whilst, comply with the rules and directions of the University and fail to do anything that is contrary to such rules and directions.

(2) All Muslim students can not act or do anything that is contrary to Islamic law and regulation, or neglect the mandatory obligations of Islam upon them either alone or in public, within or outside campus.

(3) All students including non-Muslim students and international students must always comply with University regulations made from time to time and act in accordance with the personality of a University student, either while alone or in public, within or outside campus.

REGULATIONS AT THE CAMPUS, DURING TRAINING OR INDUSTRY TRAINING AND ATTENDING COUNCIL OR UNIVERSITY OFFICIAL COUNCIL

While on campus, all students must always

(A) dressed neat, polite and does not violate University rules; and

(B) displaying student card, except when conducting sports activities and
co-curriculum.

Male students are allowed not to wear tie when in the campus area, unless required by their respective lecturers for any teaching and learning purposes.

All students are prohibited from wearing clothing or accessories that represent any particular organization or group which may result in disruption of the university’s unharmony or order.

All students are prohibited from displaying any element which in the views of the Vice-Chancellor or any person authorized by the Vice-Chancellor is against good morals or contains unwanted forms, words or phrases in terms of value or norm.

While undergoing teaching or industry training and attending official functions or official affairs of the University –

(A) students are to be dressed neatly and politely in accordance with the etiquette of the garment designated by the school, industry or organizer and do not violate University rules; and

(B) wearing jeans is not permitted.

While attending labs, sports activities, cultural activities, uniformed activities or student activities

(A) the student shall comply with the etiquette of the clothing and regulation specified in the activity;

(B) shorts and sleeveless shirts are allowed to be worn during sporting activities and around sports courts; and

(C) Swimwear is only allowed during swimming and while in pool area only.

Faculty can give flexibility to students from the Faculty concerned only to dress as follows for certain days –

(A) Collar T-shirts during art and music lessons, practical activities, studios, workshops and presentations; and

(B) Collar and track bottom t-shirts for physical activity, and includes non-physical activity specifically for the Faculty of Sports Science and Coaching.

SPECIAL CLOTHES FOR MEN AND WOMEN

All male students –

(A) shall be of appropriate and polite dress as a university student; and

(B) prohibited to wear clothes and look like this:

(i) wearing clothing or accessories that represent any particular establishment or group;

(ii) wearing garments or personal jewels that manifest gender confusion;

(iii) tight out;

(iv) wearing jeans, shorts or T-shirts while dealing in the office and attending college;

(v) long-haired (up to the collar of the shirt, closing the ear and reaching the forehead), tailing, coloring and messy hair;

(vi) short pants; and

(vii) wearing slippers when dealing in the office and attending college.

All female students –

(A) shall be properly dressed and polite as a university student and

(B) prohibited to wear clothes and look like the following –

(i) wearing clothing or accessories that represent any particular establishment or group;

(ii) wearing garments or personal jewels that manifest gender confusion;

(iii) tight out;

(iv) wearing jeans, shorts or T-shirts while dealing in the office and attending college;

(v) long-haired (up to the collar of the shirt, closing the ear and reaching the forehead), tailing, coloring and messy hair;

(vi) short pants; and

(vii) wearing slippers when dealing in the office and attending college.

A student is prohibited from wearing a purdah in the campus, including attending an official event organized by the University or any party approved by the University on or off campus except as approved in writing by the Vice-Chancellor.

ENFORCEMENT

The enforcement side to this rule is –

(A) the academic staff may –

(i) advise, warn or counsel the students in respect of these rules; and

(ii) prevent any student who fails to comply with these rules from entering classes or lectures;

(B) a college principal, a boarding school and a student affairs officer who may –

(i) advise, warn or advise the applicant in respect of these regulations; and

(ii) take necessary and reasonable action in accordance with this regulation;

(C) library and administrative staff who may –

(i) making direct comments to the students in respect of these regulations; and

(ii) prevent any student who fails to comply with these rules from entering any campus space or using University facilities.

(D) advisory student advisory and student counselor or mentor who may –

(i) advise, warn or counsel the students in respect of these rules; and

(ii) prevent any student who fails to comply with these rules from entering any campus space or using University facilities.

(E) Security guards can –

(i) take preliminary action preventing from entering or leaving the campus area and questioning students who are found to be in violation of the rules; and

(ii) report to any student affairs officer that a breach of this regulation is suspect has occurred.

Any student found to have acted in violation of this rule may –

(A) be warned written and recorded into student files and databases for repeat error tracking; or

(B) be liable to a maximum fine of RM 50 with a notice of defamation for
every mistake.

EXCLUSIONS

Dressing procedures other than those specified in this rule shall obtain special permission from the Vice-Chancellor.
